BVOR provides guidance on making better use of grass cuttings, leaves and pruning waste

Municipalities can exercise greater control over how green waste is used when tendering for waste processing services. On 23 October, the Dutch Association of Organic Residual Materials (BVOR) published a factsheet entitled 'Green waste as a green resource'. The publication helps municipal procurement officers and green space managers take account of reuse, climate objectives and innovation when awarding contracts.

Maintaining verges, parks and public green spaces generates grass cuttings, pruning waste and leaves. These materials do not all have the same value. Each can be used in different ways, for example as a raw material or for energy production. BVOR wants municipalities to pay greater attention to these opportunities in their procurement processes.

It is not just about removing green waste, but also about what ultimately happens to the material

What should municipalities require from waste processors?

Municipalities can take different uses of green waste into account when preparing tenders. This could include agreements on separating materials before delivery and providing information about their final destination. Such requirements can help municipalities assess how waste processors contribute to their circular economy and climate objectives.

Preparation makes the difference

According to BVOR, a successful tender starts with defining the desired outcomes. The new factsheet provides guidance for municipal decision-makers and procurement officers on translating these objectives into procurement policy. This gives municipalities more opportunities to encourage higher-value uses of green waste collected from public spaces.
